Palm Manor (Southwest Urban Area Project of Viet Tri City) is being developed by GP Invest. The project was approved for investment certification back in 2013 with a total area of 58 hectares, but for many years, site clearance issues delayed progress, with only a small portion implemented.

As of early 2024, 633 households had complied with land recovery decisions, accepted compensation, and handed over land—covering around 17.7 hectares. However, 33 households in Minh Nong Ward have not agreed to accept compensation or hand over their land.

On January 16, 2024, the People’s Committee of Viet Tri City held a press conference to announce enforcement measures for these non-compliant cases.

Authorities affirmed that the land recovery and compensation process had been conducted in accordance with legal procedures, ensuring transparency, objectivity, and fairness. Local authorities had also made multiple efforts to persuade and inform the affected households.

Due to continued non-compliance, forced land recovery was scheduled for January 22, 2024, to ensure legal enforcement and maintain the project timeline.

Some residents argued that since the project is a commercial venture, the developer should negotiate directly with affected landowners. Others claimed the project lacks approval from the Prime Minister for conversion of rice land use rights, as required under Article 58 of the 2013 Land Law.

In response, the People’s Committee of Viet Tri City confirmed that the project involves state-led land recovery and that the planning was officially approved by the People’s Committee of Phu Tho Province.
